JOB DESCRIPTION The Applied Researcher will conduct research activities focused on national and cross-site evaluations and community-based initiatives of federal contracts. Effective, collaborative teamwork is an essential ingredient. Competence and experience with managing federal projects is required. This position may encompass a range of areas including education, behavioral health and health care, and social services. RESPONSIBILITIES • Conducts applied research of various community-based initiatives and grant-funded projects, which are primarily focused with American Indian and Alaska Native communities• Designs and plans programmatic and evaluation models using participatory processes including empowerment evaluation• Uses mixed methods and develops both qualitative and quantitative measures to gather information for programmatic, evaluation, and social marketing purposes and manages and analyzes data.• Clearly and succinctly reports written and verbal findings using a mixed media approach• Able to negotiate Federal OMB Clearance, Data Use Agreements, and Institutional Review Board processes and documentation • Facilitates the building of evaluation capacity in communities and program team members• Experience with federal contracts or subcontracts REQUIREMENTS AND QUALIFICATIONS • Three to five years of experience related to applied research and evaluation with community-based initiatives and/or grant-funded projects• Master’s degree in evaluation, educational psychology, health or social services, required; PhD preferred • Outstanding relational, teamwork, and cultural competency with colleagues, community members, federal representatives, contractors, and clients • Excellent analytical and writing skills that include an attention to detail as well as a grasp of large conceptual frameworks • Demonstrated production of complex and high quality work • Previous work in American Indian/Alaska Native communities preferredIf your qualifications and experience match the job responsibilities described, please submit a letter of interest and resume by close of business Wednesday, July 1, 2009. I.M. Systems Group, Inc. (IMSG, http://www.imsg.com/) is looking to hire a Coral Program Specialist to serve as an International Coordinator in the Coral Conservation Division of the Office of Ocean and Coastal Resource Management (OCRM), which is part of the National Oceanic and Atmospheric Administration (NOAA). The position will be located at the OCRM headquarters in Silver Spring, Maryland.The candidate will serve as a program specialist for international coral-related matters, supporting activities under the NOAA Coral Reef Conservation Program (CRCP, www.coralreef.noaa.gov/). Duties will focus on program coordination and development, strategic planning, partnership building, and implementation of select projects that benefit coral reef conservation outside of the United States. This is primarily a program development and coordination position with most duties being performed at OCRM’s headquarters. Position DescriptionWill analyze existing water level and datum records stored in the data management system to assess the adequacy of the data holdings for ingestion into the VDatum tool. Will retrieve existing data sets from multiple data bases, using standard and specialized software, which includes GIS applications. Will analyze the data to identify gaps and produce a report to be transmitted to the National Geodetic Service and the Office of Coast Survey. Once data is collected to fill the gaps indentified in the report, the new data must be integrated with the initial analysis. Once the analysis is complete, these data sets are used to build the VDatum tool for a specific area. Will also provide support and coordination in the review of the data deliverables and communicating on the status of the data analysis progress.Required Skills4 years experience in physical science area, preferably oceanographic principles/practices to process/analyze data.
